The project was set up to cover two main areas of work: The Simpson Compact Review existing governance and delivery of transport and highways services. Assess options for alternative structures and service delivery models. Identify potential collaboration approaches to governance and service delivery and where appropriate implement changes. Regional Development Strategy Undertake a regional review of transport and assess it against economic and social outcomes. Develop proposals for a regional transport programme to support economic development. Combine the outcomes of the transport study with other regional studies being undertaken to produce one over-arching Regional Framework document. Develop appropriate governance arrangements to take forward the work streams within the Regional Framework. Develop and implement integrated regional action plans to support the Regional Framework.
