Joint Bidding Demonstration Projects Lessons Learned Report 2015

In late 2014 Caerphilly County Borough Council needed to establish a new framework to undertake around £21 million of external works to the Authority's housing stock in line with their ongoing Welsh Housing Quality Standard (WHQS) Programme. The Authority wanted to encourage as many local suppliers as possible to apply for the framework, especially Small to Medium Sized Enterprises (SMEs) and consortia. It therefore designed a framework agreement for the works into two separate lots: Lot 1 for works packages below £750,000 and Lot 2 for works packages above £750,000.
